[Ohrrpgce] SVN: james/12376 Update target release date in whatsnew.txt, rebuild plotdict

I just added to the release checklist:

- * Run docs/update-html.sh *after* updating codename.txt, so it updates
the codename in the .xml. (Note that none of the distrib or release scripts
do this automatically.)
