Well we'd need to temporarily place all the 'minimal' builds in hamsterrepublic.com/ohrrpgce/dl/ so that people could actually test packaging games. That's not going to cause any additional problems for users of old versions that wouldn't happen anyway on the actual release, unless the RC is seriously broken.
