[Ohrrpgce] [ohrrpgce/ohrrpgce] Update fbc on all nightly build vms (#1212)

I had to add some special workarounds to our SConscript to be able to compile with clang. Lacking those, you probably can't compile FB with clang, and need to use gcc, by setting CC and likely also AS in a config.mk file next to FB's makefile (apparently adding arguments to `make` won't work). I know there are further details on a thread on the FB forum if needed.

I don't currently have access to a Mac so can't compile it myself.

I'm actually not sure I ever tested compiling the OHR with clang on Mac either, so gcc might still be needed anyway.
