Rename load_slice_collection to LoadSliceCollection for consistency, and change code style to match slices.bas

You might think the consistent name would be SliceLoadCollection, like
SliceLoadFromFile, however the next commit changes it from a sub that takes a
slice to load into to a function that returns a slice.
