Improvements to mouse/touch NPC pushing
When a pushable NPC is not activatable, clicking while standing nearby always pushes
When a pushable NPC is activatable, clicking always activates
When you drag from the hero to a nearby NPC that is both pushable and activatable, it will be pushed
