finddatafile now checks for embedded files, returning them with res:// prefix

Also, change the order that finddatafiles checks different paths, to reduce the
number of file accesses. Half the places it checks shouldn't ever actually
succeed. It does not check for embedded files first, so that you can edit them
in the source tree and not need to recompile.
