Redo much of EditorKit to fully separate value loading/saving from editing

Now complete and finalised enough for serious use.

There's now a pretty complete set of RELOAD editing primitives, and they can now
actually used together with editors for game data like tags. I added tag
set/check and enemy ID fields, and documentation.
