[Ohrrpgce] SVN: teeemcee/12630 Add "heal party" command, like an inn

I'm not so sure that this is the right name for it, but because of the plan
to make the stats restored in inns customisable I didn't want to call it
"restore hp and mp", and "restore health" also seems overly specific.
