[Ohrrpgce] Android builds ok for google play again

I fixed the android apk builds so that they target API level 30, and the
sign with both v1 and v2 of the signature scheme. (now uses apksigner
instead of jarsigner)

This means I can once again build apk files for people, and they will be
able to upload them to google play
