music_sdl: reduce modplug volume when using old SDL_mixer, to match latest version

SDL_mixer 2.0.5 reduces the modplug volume level, see r12196 (f076a1ab6f)

I'm not going to bother to do volume correction when SDL_mixer is using mikmod
rather than modplug.
