Compile unlump and relump with lto=1 in releases/nightlies to ~halve their size

(scons default args not changed)

LTO (link time optimisation) allows very effective dead-code removal, but is
very slow for game/custom and only reduces their size by <10% (gcc 5.5 mingw),
15% (gcc 9.3 linux). It's fast enough for small utilities.
