[Ohrrpgce] [ohrrpgce/ohrrpgce] Attack targetting does not break stat ties randomly (#1198)

Usually in OHR, when a stat ties, the winner is chosen randomly. However, if you set an attack to target the strongest target of a particular stat, it doesn't work the same. If all of their targets have the same amount of a stat, they will simply target target 0, instead of randomly.

For example, say you set all of your heroes to have 20 mana, and an enemy attacked them using attack set to target "stronger mana stat," they would simply target hero 0 each time, as opposed to randomly picking.

This makes it a lot trickier to create "taunt" moves which manipulate enemy targeting AI, and is all in all inconsistent with the rest of the engine's logic.
