Change fallback logic for find_required_dlls()

When we don't have a reason to know exactly what dll files are needed,
fall back to just including all the *.dll files in the folder where we
downloaded the game player

Partial fix for https://github.com/ohrrpgce/ohrrpgce/issues/1185
