[Ohrrpgce] [ohrrpgce/ohrrpgce] "BUG: Layer menu resetpt broken" (#1174)

If you select "Previous menu" in the map layers menu and press Shift-Down, like reordering a map layer, it shows a "Layer menu resetpt broken" BUG message. This error is actually quite harmless. Reported by @rue9x. I'm surprised it took so long for someone to find this; the code is about a decade old.
