This is intended behavior that's been in place from the outset, but there's an issue with the new behavior of not allowing things that can't be equipped to have stat or elemental properties and not allowing them to have weapon graphics/handle points/attacks when used as weapons assigned.

Basically, there are cases where it might be reasonable to want to assign an item that normally can't be equipped as a weapon (a shield, a horned helmet, a normally-consumable flask of napalm, and so forth) to a certain hero. If you have a character who exclusively deals in shield bashes and shield rushes equipped with a shield as his base weapon and the player can get ahold of other instances of this same type of shield to equip to other warriors' off-hands, you might not want to make them equippable as weapons in order to assign the ShieldBash attack and the shield's weapon sprite, which then allows the more conventional heroes to also make use of this feature unimpeded.

Not being able to change the attack and sprites/handle without making the item set to generally be equipable as a weapon in particular is the problem here (and to a lesser extent, incompatibility with older games having the potential to arise).
