Fix cropping tilesets: blank tilesets reappeared next time the game was loaded

They were "flushed" instead of trimmed from the file.
This bug was introduced r3299, which passed wrong args to cropafter.
Turns out that cropafter's flushafter argument used to be a page number, not a
boolean.
