Add a hacky workaround for issue #1110

This fixes the case when you go into a sprite browser, then scroll down,
then exit the sprite browser then return to the sprite browser and the view
is scrolled down past the bottom.

The fix is accomplished by calling rebuild_menu on the second pass through
the main SpriteSetBrowser.run() loop
