Fix "load palette" not setting gam.current_master_palette

This meant that if you used "load palette" while live-previewing it would constantly get reverted.

It also meant that when using a debug menu (or other ensure_normal_palette call)
it would reload the wrong master palette afterwards.

"reset palette" is documented to reload the default master palette, but it
actually only behaved like that because of the "load palette" bug. So I had to
change "reset palette"'s implementation too. Its behaviour hasn't changed.
