physpeak: remove name_concat rules; allow nearly any character in NAME

Unicode characters should work now, except that combining characters don't,
and it doesn't work in Python 2 either.
' ~ & ! ? were disallowed. ~ is used by stat:MP~ but I've never seen anyone use
it otherwise. & is very rarely used, while '!? are common.
