[Ohrrpgce] Update windows mingw?

Sure, it's OK at the moment if nightly builds break.

The difference in GCC version must be the reason only some builds get
flagged. But I'm using an older GCC than the nightly box, so who knows
whether upgrading GCC will make an improvement.
