Reencode Rain.ogg and Rain2.ogg at a reasonable bitrate instead of 537/636kpbs!!

Size reduction:
Rain.ogg  245081->53488
Rain2.ogg 206499->50229

oggenc options used:
 --advanced-encode-option lowpass_frequency=22 -q 3

It turns out that by default oggenc uses a lowpass filter which depends on the
quality (17.2kHz for quality 3), which had a huge effect on this kind of
high-pitched noise. Maybe we should provide an option to override it! Overriding
increased bitrate by around 10-15% only.
