Weapon pics/pals didn't update in saved games/Test Game after editing a weapon

Remove HeroState.wep_pic/.wep_pal. Load it from ItemDef during battle instead.
And it's also cleaner and less code!

Bumped RSAV_VERSION since the weapon data is no longer saved.
