[Ohrrpgce] SVN: james/12128 Upgrade the wiki to Mediawiki 1.35.1 and PHP 7.4

I am extremely happy with how that upgrade went. :D

It was a stress-free 5 minutes of work
(plus 20 minutes of watching youtube while Ansible did its thing)
