Replace change_rect_plotslice with ChangeRectangleSlice and valid_plotrect with valid_plotrect_ptr

We need to do similar cleanup for ALL slice commands, to support HS objects, but
I just wanted to get rid of the unnecessary change_rect_plotslice wrapper right
now.
