Ctrl key combos like Ctrl-Up weren't usable in sliceedit in Game

Ctrl was treated as a Use key, causing enter_space_click() to return true.
push_and_reset_gfxio_state now changing the key mappings so this doesn't happen.
There might also be problems in other menus/editors in Game that this fixes.
