[Ohrrpgce] [ohrrpgce/ohrrpgce] Enemies take player items if using attacks that cost an item (#1091)

Instead of a global setting, I think that should definitely be a setting in the Attack Costs submenu.

Now, whether costs should be deducted/added to the enemy rewards (or from the stealable item), or whether enemies need their own separate hidden inventories is another question that I don't know the answer to. Then there's the fact that the heroes share an inventory, so shouldn't the enemies too? It seems like a lot of complexity, but could be very useful... unless we instead just let you set variables on enemies and heroes like "ammo" and let you use those instead of costs.
