[Ohrrpgce] [ohrrpgce/ohrrpgce] Individually onetime-usable NPC instances (#1150)

All instances of an NPC type share the same onetime-usable flag, which is unfortunately not what you normally want. We *badly* need an option to give each instance its own flag.
