[Ohrrpgce] [ohrrpgce/ohrrpgce] Counter attacks by stunned target queued up until end of stun (#1148)

If you provoke a counter attack by hitting a stunned target, the attack is queued but doesn't happen until they're unstunned, possibly causing a whole lot of attacks at once.
We should have some setting to control this but I'm not sure what.

You might want the counter attack to happen immediately (for fake-battlescripting purposes), not at all, or when the target is unstunned.

We could add an attack setting that's specific to when the attack is used as a counterattack. But having to set this on many attacks might be annoying and maybe the wrong place to put it.
A global setting could provide a default, but isn't as a sole option isn't flexible.
We could have a setting in the enemy and hero counterattacks menus but a single setting for all elements isn't flexible either, since some elements are normal attacks, and others are for fake-battlescripting purposes.
