[Ohrrpgce] [ohrrpgce/ohrrpgce] BMP export is broken (#1143)

Looks like our BMP code is badly broken, it produces invalid 24-bit 16x16 BMPs too (exported master palettes: bug #1070). Again, the "insufficient image data" error from ImageMagick, although those files do display fine in many image viewers.
