Fix creation of .tar files on systems with non-GNU tar (FreeBSD and Win10 19xx+)

They failed because they tried to pass GNU tar-specific args to tar.
(Modern) OSX also uses bsdtar instead of gnutar, but it already was treated
differently.

However, when using bsdtar on Windows the file permissions can't be fixed!
They will be 666.
