Use a fixed Innosetup download link, version 5.4.3, that works on older Windows versions

The download no longer worked with wget (see next commit) because it redirects
to HTTPS, which fails on Windows XP at least.

Innosetup 6.x requires Windows Vista or later.
Innosetup 5.4.4+ requires Windows 2000 or later
