Fix possible compile failure of utilities due to linking blit.c

blit.c depends on allmodex.bas since a few days ago

For me, relump compiled fine on Linux and when crosscompiling to Windows,
but native Windows compiles failed. They sometimes succeeded due to -gc-sections
ld flag dropping blit.o. So this shows that that flag doesn't always work
