Fix empty active parties and OOB errors/crashes because findhero(-1) was broken

Was meant to return first hero in party, instead returned 0!  This broke
forceparty, so you could end up with an empty party. findhero(-1) wasn't used
anywhere else.

I broke it in r10439 "findhero() id arg is no longer offset by 1", 2018-07-04
