Don't #define UNICODE (for UTF16 winapi) in config.h: we're using 8-bit winapi

I don't know why I defined it in the first place

I need to include config.h in fb/fb_stub.h to avoid a strange 'missing
__ms_vsnprintf' linker error I don't fully understand, which resulted in
including config.h in more places, which showed the #define UNICODE caused
problems.
