Cleanup sloppy use of OPENFILE in scriptedit.bas

In particular, fix various places where plotscr.lst or lookup1.bin were created
if they didn't exist, and replace uses of "IF isfile = NO" with "IF OPENFILE"

Also add "No scripts imported!" to Script Usage menu, if no scripts.
