Fix an already-editing-rpg Win9X bug, and give crash recovery option if Custom still seems to be running when re-opening

I was going to only provide this option on Win9X, where we can't tell whether
Custom is actually running, but it may not be 100% reliable anyway, so it's good
to have a way around it (e.g there was a bug in it not long ago that required
rebooting to work around!)

Also, get rid of "Run Custom again to do a cleanup or recovery.", it now lets
you handle the crash immediately.
