Fix not being able to activate NPCs while holding down an arrow key

(Though I put it into the 'Changes' section of whatsnew instead of calling it a
bugfix)

Also, pressing the use key now cancels hero pathfinding only if you actually
activate something. I didn't see a need to keep that behaviour.

And clarify when "use npc" works in plotdict.
