Create Battle Preference Bitsets menu, moving active-time and many general pref bitsets there

Reordered the bits and organised them into sections. Also added or improved
documentation for a couple more bitsets.
And reclassed "Don't randomize initial ready meters" as an active-time-only
bit, and also renamed it.
