Don't recompile anything when building nightly ohrrpgce-wip-win-installer.exe

In fact, don't call distrib.bat or distrib-nightly-win.bat at all when doing
nightly builds - we only wanted to run ~5 lines in the whole file!

This ensures the exact same .exe file is in the installer and
ohrrpgce-wip-default.zip, so they can share .pdb files

Also, I noticed too many LICENSE-*.txt files were included in madplay+oggenc.zip
