clearkeys/[real_]clearkey no longer clear the key-down bit

I'm much happier to have them only clear new keypresses and key repeats
rather than key-down, which might even have caused a spurious new-keypress to be
detected on the next tick?

Everywhere that these functions were used only cared about clearing new key
presses anyway; and there's not even a clear need to clear key repeat, so maybe
that should just be removed for simplicity.

Also removed unneeded [real_]clear_newkeypress functions, and added
clear_key_repeat arg to clearkey.
