Add joykeyval function; "keyval" command now has "joystick num" arg and returns proper key bits

"key is pressed" already took the joystick number as an argument, but it
was undocumented. Documented it for both "key is pressed" and "keyval"

Still no way to read joystick buttons 17-32 by script
