Fix wrong fix_record_count call for tag names lump - .tmn was misdocumented!

In fact, names for tags 0 and 1 are stored in .tmn; it was documented they
weren't.

This did no harm, aside from appending 1 or 2 additional blank tags at the end
when upgrading, if the last tag has been named. We never took notice of the
resulting upgrade message, although it's been like that since 2009. Even though
I've always wondered why there were so many blank tags at the end.
