gfx_sdl2: disable SDL_HINT_VIDEO_MINIMIZE_ON_FOCUS_LOSS and fix builds with FB 1.05 and older

Now if you have multiple monitors you can fullscreen the game on one and do
stuff on another monitor

This fixes a windows nightly build compile error
