Instead of using uiMouseHoverItem directly, take the menu item color and tint it with uiMouseHoverItem

In particular, this means a different color is now used for hovering over
Disabled menu items.
This solves the editbitset problem where hovered-over bits look like they're
turned on (which of course was worse before the ellipses were added)
