NPC pathfinding cooldown is not used when the NPC has a stop_after_stillticks timeout

This allows stop_after_stillticks to be a precise number of ticks.
Without this fix, stop_after_stillticks only worked accurately for even multiples of the cooldown delay (10 ticks)
