Split out SlicePossiblyResizable from valid_resizeable_slice and fix several mistakes

-if a text slice was set to fill, it was considered resizable
-layout slices were missing from valid_resizeable_slice
-map slices were missing from SliceLegalCoverModes
-scaled sprite slices weren't considered resizable (eg in SliceLegalCoverModes)

Vertical non-resizability of text slices is still not taken into account. Not
touhing that mess right now.
