Split herocount() into party_size() and active_party_size()

This removes the need to pass the size of the party/active party to herocount.
Matches caterpillar_size().

NOTE 1: I just removed a different, unused function called active_party_size()
in the previous commit

NOTE 2: We still have two overloaded functions called liveherocount
