Support for loading JPEGs. But currently only shown when browsing via the new backdrop browser

I'm imagining the following browse() image modes:
-any image (eg for backdrops)
-images for sprites, fonts, tilemaps, etc
 (jpegs not supported, they're unreasonable)
-other special cases like master palettes
