On Windows with exchndl.dll available, save a backtrace on any fatalerror call

I notice two problems:
-with gengcc=0, everything except the topmost function in the backtrace is wrong
-with gengcc=1 and -exx, if the FB error handler is invoked the topmost frame
 (where the error actually occurred) is missing. However in that case the FB
 error message will tell us which line it was.
