Fix weapons appearing behind heroes, and other mis-layering of BattleSprites with equal base Y

(Still not fixed when hero or weapon sprite is a non-standard size, though)

The formation editor had the same tie-breaking bug

BattleSprites with the same base Y position need to be sorted according to their
bslot() order, the way it used to be before the switch to slices
